Who decided that the Marina doesn't need public conveniences?

The Sixes were out sunning themselves and quaffing a few beverages down by the Lock Gates this lunchtime and couldn't help overhearing the number of visitors complaining about the lack of public conveniences in the vicinity.
We are often told how big and wonderful Portishead is becoming and which businesses wish to relocate here. Yet the nearest public facilities to the Marina are either down at the Lake Grounds or on Wyndham way near the Co-op, surely providing a public convenience somewhere within this new development isn't too much of a request.
