When the plans were developed there was professional consultation. ROSPA were firmly of the view that railings should be limited in use. Railings should only be of the curved style which prevents climbing. The upright barriers , near the lock gates should not have been installed. Its too easy for people to climb them and then topple over. As a rule they only like barriers at particularly vulnerable points. Common sense shows that this is a potentially dangerous place and care should be taken by everybody.
