Portishead Carnival - did the police get it right.

With all this talk of a "fight" between the kids on Carnival day did the police get it right or wrong? They spent a week going into the schools. Letters home to parents and a load of them on the streets. Was it a fuss about nothing? Too many of them? Did they get it right?
