PACT chief falls out with councillor

THE chairman of Portishead’s PACT committee has resigned following a bust-up with a local councillor.

Brian Clayton, who took on the role with the town’s Partners and Communities Together (PACT) group in April, has thrown in the towel following comments by councillor Arthur Terry.

Mr Terry accused the PACT committee of setting its own priorities and claimed the council’s concerns were being ignored. He also said PACT was made up of unelected members – although Mr Clayton was voted into the post of chairman.

Mr Terry, who is a member of the Police Authority, made his comments at Portishead Town Council this month.

Mr Clayton wrote to Mr Terry asking him to withdraw his comments and apologise. But Mr Terry has not responded and Mr Clayton has resigned.

Mr Clayton, said he was ‘gobsmacked’ at Councillor Terry’s ‘ill-informed’ comments, and added: “As they were said at a meeting of the town council there was no opportunity for me to respond. He said I wasn’t elected, which is untrue, and that it was the committee that was setting the priorities which needed to be tackled. This isn’t the case as the public put forward issues of concern and together, as a group, we decide priorities.

“Members of the council regularly attend PACT meetings and are quite welcome, along with everyone else, to put forward and discuss issues for action. I was also disappointed that no member of the council spoke to support the PACT process or myself. PACT is a way for the public to get their concerns heard and dealt with.

“If the council, and Councillor Terry who is due to be council chairman next year, has no confidence in the PACT then I felt it was my only option to resign.”

PACTs were set up by the police but are run by the local community to tackle issues of concern to local residents. The meetings are attended by representatives from the police, council, fire service and other organisations such as housing and youth groups.

Each month concerns are raised, with the priorities being voted on by those at the meeting. The priorities are then dealt with by the relevant body.

Mr Terry said: “I’ve no intention of apologising or withdrawing my comments and I stand by what I say. I don’t believe a handful of local residents, which in my view are not representing the local community, should determine the policing priorities for Portishead.

“It’s not acceptable for local councillors, who’ve been elected by local residents, to have to go to a PACT meeting and argue their case to get their concerns and issues treated as a priority. It’s the process of how the PACT works that concerns me and I’ll be highlighting this to the district commander.”

    Greetings limawhiskey. I'm the self promoting nobody with nothing better to do that resigned as PACT Chairman. I agree that the PACT should not be required if the Council did its job. However one of the rules of the PACT process is that local politicians should not be directly involved so that there is not seen to be any political bias in dealings with any other agency, eg Police, Housing Association, Fire Brigade, Town or other Council etc. If having the ability to vote out any councillor every four years counts as democracy to you, you are easily pleased. Democracy means holding your representatives to account all through their terms of office.
    Greetings gouldmark2, it's nice to see you back. You were right back in April when you said I was wasting my time. At least I tried. I have received many expressions of support, including strangely enough several Portishead and North Somerset Councillors, non of whom had the courage at the Council Meeting to stand up to contradict Councillor Terry's rant, although some of them attend PACT meetings and so know the procedure. Either Councillor Terry does not know the PACT procedure, which as a member of the Police Authority he should, or he is deliberately making a false statement, knowing it to be false. That is called a lie. I would advise all residents who brought their concerns to PACT meetings, to take them in future directly to Portishead Town Council meetings at the Folk Hall, and to insist that they are heard. Incidentally, the only person to support Councillor Terry's views on PACT appear to be one Barry Walters, any connections there?
    Mr Walters also accused PACT of wasting taxpayers money. The only financial support that PACT received, was the booking of Avon Way hall for one hour per month, and the offer, not taken up, of photocopying facilities at Portishead Police Station. Sorry Mr Walters, shot yourself in the foot there. Well gouldmark2 keep up the good work, you'll probably not hear from me again as I will never volunteer in this Town again.

    One who can speak with great authority, on a subject
    about which they are in total ignorance.

    Having attended a local Council meeting where Counsellors were critical of an active member of the public who put her time and effort into campaigning on local issues it does not surprise me that Counsellors are critical of PACT. Anything and anyone that erodes their empire and feeling of self importance of the Council by reflecting views of local people without the need to wear chains and grant themselves pompous titles or have an expense budget for biscuits is not welcome. These alternative show that people can make a difference and can help the local population without the need for an ego boost of being on the local Council.

    Actually 'limawhiskey' we live in a politically flawed democracy that is constantly failing us all at every level whilst politicians both locally and nationally are more interested in self promotion and personal gain at taxpayers expense than actually getting on and dealing with the problems the country faces. Mr Terry as all Conservatoive councillors get voted into power at every elction because most people no longer have faith in th electoral system or those who stand for election and choose to not vote rather than vote for yet another corrupt individual who forgets any election promise the minute they get into a position whereby they have a foot on the gravy train that is poltics these days.
    It is because of these attitudes and lack of action by local councillors that such bodies as PACT na dprevioulst the LAT needed to be created. the council have and constantly are failing us and the sooner more committees such as PACT start to make positive moves with dealing with local issues that the council chooses to ignore the better our society will become and maybe tha day will arrive when we no longer need these money hungry, actionless parasites known as councillors to mock the very democratic ways they claim to stand for.
    A good friend of mine once wrote that 'put a blue rosette on a monkey and the local party faithful will still vote for it' that holds true today and Mr Terry is proving the point with his arrogant stance and his total disregard for local people who have been forced to act because he and his colleagues have been a dismal failure.
    Mr Clayton, who incidentally was voted into his position, has gained more respect locally in a few months than the arrogant and out of touch Mr Terry could ever dream about. The main difference being that Mr Clayton cares about the community, not self promotion, Mr Terry epitomises self promotion and personal gain from the warped political farce called local government. If you doubt this then I suggest you ask both parties how much they earned from their respective positions and then maybe you will realise how much of a drain on resources one of them is and what a breath of fresh air the other one has been since he took on the role of chairman of PACT.

    Absolutely correct Mr Terry. We live in a democracy where we elect people into office and give them a mandate to run the country at various levels, if they fail us we can vote them out of office.
    The PACT should be the TOWN COUNCIL not a bunch of self promoting nobodies who have nothing better to do.
