Town Council Code of Conduct - Question

The following wording is wording contained in the Town Council Code of Conduct. It states, "When a member of the Council acts, claims to act or gives the impression of acting as a representative of the Council, he/she has the following obligations".
So would a town councillor who writes a letter/email using his title of Cllr or conducts surveys attaching North Somerset Council compliment slips, come under the above category?
Can anyone help because the council office is closed this weekend and I urgently need to investigate a matter that is troubling me?

ReportI would know and believe that it would be something of an official nature if anything came through my letterbox on, or was accompanied by, council headed paper or was signed Cllr.
There can be no absolutely no doubt whatsover about this.
